National Engineering Research Center of Geospatial Information Technology(NECGIT) is an industry technology innovation platform based on the Spatial Information Research Center (SIRC) of Fujian Province.NECGIT was approved by the National Development and Reform Commission in 2013.SIRC founded in May 2001, is one of the four provincial-level engineering research centers in Fuzhou University established by Fujian Government. SIRC is the exclusive R&D and Training base for “Digital Fujian” program, a persistent and backbone informationization program of Fujian province, southeast of China. SIRC also an open know-how transform center between academia and industry sectors associated with geo-spatial information field. Being a subordinate body of Fuzhou University in permanent staff and administrative district, SIRC also run the Key Laboratory of Spatial Data Mining & Information Sharing of Ministry Education (LSDMIS), and Fujian Regional Department of National Remote Sensing Center of China (NRSCC).SIRC was authorized as one of International Science & Technology Cooperation Base by Ministry of Sci. & Tech. of China in 2007, and as one of candidate of Sci. and Tech. Innovation Research group of Fujian Universities in terms of Spatial Data mining & Information Sharing.
Focusing on EOS data flow from acquisition to in-depth application, especially on key links of “data mining” and “information sharing”, SIRC dedicates to theoretical research, innovative technology development, engineering application and information service in interdisciplinary field among geo-informatics(GIS, remote sensing, GPS), computer and network, communication, and to promote discipline fusion and development, and to facilitate knowledge and technology innovation, with meeting the great demands of national & local economic and social sustainable development. Current academic research of interest include information mechanism of remote sensing and its interpretation, geographical modeling and analysis, network based information sharing and service, theory and methods for intelligent spatial information processing, spatial data transmission and information security technology.
There are 30 permanent research staffs and about 70 technical and administrative staffs, including 1 academician of The Chinese Academic of Engineering (part-time), 6 full-time professors, 10 associate professors or researchers. In addition, there are more than 20 adjunct professors (part-time) and about 70 technical development staff. There are 3 candidates for the provincial project of “Hundred, Thousand, Ten Thousand Talent Project”, 1 candidate for the project of “New Century Excellent Talent of Ministry of Education”
and 2 candidates for the project of “New Century Excellent Talent of Fujian Universities”. The vice secretary general of The National Committee of the Chinese People’s Political Consultative Conference (CCPPCC), Professor Wang Qinmin is nominated as director of SIRC.
SIRC has a provincial key discipline “Cartography and GIS” and an on-going project of national key discipline “Information Optoelectronics and Information Service Supporting Technology”(“Spatial Information System & Modern Information Service” branch, and has two doctoral degree programs “E-government and regional information resource management” and “Communication and Information System”, and two master degree programs “Cartography and GIS” and “Cartography and Geographical Information Engineering”. At present, SIRC has an enrollment of more than 100 full-time students, including over 24 doctoral and 70 graduate students.
Since 2005, SIRC staffs have carried out 97 national & provincial and international research and engineering projects supported by Major State Basic Research Development Program of China(973 Program),National Natural Science Foundation of China(NSFC), National High Technology R&D Program of China(863 Program), National Key Tech. R&D Program, National International Cooperation & Exchange Program and Special Sci-Tech Campaign of Fujian Province with total budget of 4,911millions. In the past 9 years, 10 national, ministerial and provincial scientific and technological research awards have been achieved, including 2 National Scientific and Technological Progress Award (The Second Prize) and 6 Fujian Sci. & Tech. Progress Awards (The First and Second Prize). SIRC owns 15 software products registered by State Intellectual Property Office and 7 issued by Provincial Dept. of Information Industry of Fujian. SIRC staffs and students have published 387 academic papers and books, 86 of which indexed by SCI, EI and 97 published in domestic well known journals. In addition, 5 academic books also have been published since 2005. There are some innovative theoretical research and technical development achieved in broad fields, such as SAR processing and its application pattern in hilly region with frequently covered by cloud, forest and agriculture resource monitoring with large scale, Thermal environment effect of Urban and its quantitative index, Representation and transformation and measurement of spatial pattern, distributed virtual forest environment, geographical knowledge service grid, spatial data mining and Internet-based Information sharing and service technology and its platform associated with spatial and e-government data. SIRC now is developing as a local innovative research and development base in China in fields of e-government and natural resources & environment informationization, which characterized as a tightly combination of geo-spatial technology with IT. These achievements have brought out to be a considerable economic benefit of about 100 millions RMB.
Recently, SIRC got the certificates of Quality Management System ISO9001:2000, and Surveying and Mapping Qualification (the Second Level) authorized by SBSM of China. SIRC owns the total site area of 5800 m2 for research and education. SIRC purchased self-contained and advanced software and hardware products, such as Network server, storage system, GIS and remote sensing processing system, GPS, 3D graphic processing and CAVE system, Enterprise database system and software engineering aided toolkit.
