陈崇成 [Chen Chongcheng] 福建省闽清县人,1968年出生,九三学社社员,博士、教授、博士生导师、福建省科技创新领军人才,现为地理空间信息技术国家地方联合工程中心副主任、福建省空间信息工程研究中心副主任、空间数据挖掘与信息共享教育部重点实验室主任、九三学社福建省第七届委员会科技委副主任、中国图像图形学会虚拟现实专业委员会副主任、中国地理学会地图学与地理信息系统专业委员会委员、科技部国际科技合作计划战略咨询专家、福建省遥感学会副理事长、福建省信息产业专家委员会委员、福建省物联网联盟常务理事。长期从事环境与资源信息工程、空间决策支持系统、地理信息网络共享服务技术、文化遗产数字化与文化旅游信息服务、刑侦智能与犯罪现场三维重建等方面研究、开发和教学,在地学可视化与虚拟地理环境、空间数据挖掘与地理知识服务方面开展了系统性的工作。

1985-1992年就读于成都地质学院(成都理工大学)水文地质与工程地质系,获工学学士、工学硕士学位,研究方向为环境水文地质。1992年毕业分配到福州大学环境与资源工程系,从事工程地质与水文地质、环境规划管理方向教学与科研工作。1995年在职就读于中国科学院地理科学与资源研究所、资源与环境信息系统国家重点实验室,并于2000年获地图学地理信息系统专业博士学位。2000年晋升副教授,2001年被聘为地图学与地理信息系统专业硕士生导师,2004年评聘福州大学二级责任教授,2006年晋升教授。 2003-2005年被中国科学院地理科学与资源研究所聘为客座研究员。2006年入选福建省高等学校新世纪优秀人才支持计划。2007年聘为通信与信息系统专业博士生导师。2008年入选新世纪百千万人才工程福建省级计划。2010年获“福州大学优秀教师”称号。

 1996年开创福州大学地理信息技术研究与应用之先河。2001年以来,先后主持或参加14项国家和省部重点科研项目的研究开发。曾主持国家973前期专项课题“协同虚拟地理环境与森林遥感建模”、“基于遥感动态信息的协同式虚拟地理环境研究”、国家自然科学基金项目基于本体的协同式虚拟森林环境研究”、国家863计划课题“基于生理生态过程的南方果树可视化建模及生长系统开发”、子课题福建省海岸带及台湾海峡生态环境遥感动态监测海洋动力环境立体监测数据仓库及共享系统”、科技部国际科技合作项目“自然保护区野生动植物管理与生物多样性的信息服务网格”、-匈政府间国际科技合作项目武夷山自然保护区景观生态的遥感动态监测、演变预测建模与信息服务,作为核心人员参加数字福建”131骨干工程项目福建省政务信息共享平台开发与信息资源改造”、973前期专项课题“南方典型树种林分冠层的三维虚拟建模及其固碳能力研究”、国家自然科学基金项目“面向地学应用的时空多尺度数据挖掘研究”的设计和开发。现主持国家科技支撑计划项目“闽西客家和红色双重文化遗产的数字化与文化旅游综合服务”、欧盟第七框架(FP7)项目"IGIT:Integrated geo-spatial information technology and its application to resource and environment menagement towards GEOSS之第二专题(WP2)

 主持“虚拟植物(OntoPlant)”软件家族、“地理知识网格/云”(GeoKSGrid/Cloud)平台的开发,发起和主导“国际知识云联盟IKCC”及其水母云(MedusaCloud)研究计划。已在国内外学术期刊和国际会议上发表论文180余篇,其中SCIEI收录论文54篇。科研成果获福建省科技进步二等奖2(分别排名第一、第三)、三等奖2(分别排名第二、第四),国家海洋局科技创新成果二等奖1(排名第五), 2005年获运盛(福建)青年科技奖,获国家版权局计算机软件著作权10件,申请国家发明专利7件(已授权4件)。主讲博士生《网络信息共享原理与方法》等课程,指导的研究生1人获福建省优秀博士学位论文、6人获福州大学优秀硕士学位论文。

Prof. Chongcheng Chen received his MSc in Hydro- and Engineering Geology from Chengdu University of Technology in 1992 and the PhD degree in Cartography and GIS from The Institute of Geographical Science and Resource, Chinese Academy of Science in 2000. He worked at Dept of Environment and Resource Engineering, Fuzhou University during 1992-2001. He initiated the Geographical Information System (GIS) development and application in Fuzhou University. He participated to establish Spatial Information Research Center (SIRC) of Fujian Province in 2001 as a co-founder. He has been dedicating to bridge the gap between innovative IT and earth science research under the umbrella of “Digital Earth”, and promote geo-spatial technology to inoculate with applications in broad fields of Nature resource, Environment, ecology and government management since then.

He is full-time professor as the chief scientist of Spatial data mining & Geo-visualization Research Section in SIRC. He also is Deputy-Director of SIRC(since 2007) and Deputy Director (of LSDMIS)(since 2004) responsible for research, education and international cooperation. His current research interests focuses on Virtual Geographical Environment, Spatial data mining and geographical knowledge Grid, Spatial analysis and spatial decision system, Web-based geo-information sharing and serving.

Since 2001, Dr. Chen have finished more than 14 national or provincial level research projects as principal of investigator or one of core participant and is implementing 6 on-going projects of national level. He published more than 160 papers in refereed journals( most of them in Chinese) and international conferences. He received 5 academic awards of provincial level and 8 software copyrights registered by State Intellectual Property Office. He now is leading a 2 workgroups to develop the virtual plant software suite ?OntoPlant (the product line includes Onto Engine, LSTree, ParaTree, VisForest, ,ForestSIMA,CoFireFighting) and the geographical knowledge service grid platform-GeoKSGrid. He currently teaches three courses of doctoral, graduate, undergraduate level respectively, and supervises 7 PhD students major in Communication and Information System and over 30 graduate students major in Catography and GIS.

Prof. chen is appointed as a Strategic review expert of International Sci. and Tech. Cooperation Program of MOST(since 2009), Standing Member of Special Commission of Cartography & GIS, Geographic Society of China (GSC)(since 2004) and Member of Special Commission of Virtual Reality and Visualization, Society of Images and Graphics of (SIGC)( since 2006), and Vice-director, Council of Remote Sensing Society of Fujian Province(since 2008).
